Juanita Harrell
Chief Executive Officer
Juanita Harrell is a seasoned IT and cybersecurity leader with more than 16 years of experience supporting federal government agencies and mission critical security operations. As the Chief Executive Officer and Program Manager of Tech5 Solutions, she leads with a vision of excellence, integrity, and innovation guiding teams to deliver high impact results in cybersecurity, network engineering, systems management, and program execution.
Juanita’s career reflects a deep commitment to protecting and advancing national security interests through technology. Before leading Tech5 Solutions, she held key leadership roles with organizations such as XOR Security, Lockheed Martin, and Avaya Government Solutions, where she managed complex cybersecurity programs and led cross-functional teams in areas including incident response, threat hunting, and network defense.
Her expertise spans strategic planning, risk management, compliance, and process improvement bringing together technical acumen and business insight to drive operational success. She holds a Bachelor of Science in Business Management from George Mason University and is credentialed as a Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), and GIAC Certified Forensic Examiner (GCFE).
Throughout her career, Juanita has been recognized for her strong leadership, team focused management style, and dedication to mentoring and empowering others in the IT and cybersecurity fields. Her mission through Tech5 Solutions is to strengthen the digital resilience of public and private sector partners while fostering innovation, diversity, and excellence across every engagement.
Ian Harrell
Chief Technical Officer
Ian Harrell is an accomplished Senior Network Engineer with over 17 years of experience designing, implementing, and managing secure, high performance network infrastructures across the federal and defense sectors. Known for his technical depth, analytical precision, and servant leadership approach, Ian has established a track record of optimizing complex systems to meet mission critical requirements under demanding operational conditions.
Ian currently serves as the Chief Technical Officer at Tech5 Solutions, where he designs and supports enterprise network architectures, oversees system upgrades, and mentors engineering teams in Washington, D.C. His prior roles include senior engineering and network management positions at OSC Edge, OBXtek, Green Cloud Consulting, General Dynamics, and Jacobs Technology, supporting agencies such as the Department of Defense, Defense Counterintelligence and Security Agency (DCSA), and Customs and Border Protection (CBP).
Ian holds an M.A. in Executive Leadership and a B.S. in Management and Information Systems, both from Liberty University, and maintains multiple industry certifications, including CCNP (Enterprise, Security, and SCORE), CCNA (Enterprise, Security), AWS Certified Developer Associate, and CompTIA Security+.
A lifelong learner and mentor, Ian combines his deep technical expertise with a leadership philosophy centered on collaboration, growth, and operational excellence. His work continues to advance resilient, secure, and innovative network environments that support the nation’s most vital missions.
